Ad Atlantic City, in occasione di un incontro di boxe con in palio il titolo di campione dei pesi massimi, Rick Santoro, poliziotto dai comportamenti non sempre puliti, incontra Kevin Dunne, amico di vecchia data ed attualmente ufficiale di Marina nello staff del ministro della difesa che è presente alla manifestazione. Quando il match è cominciato e il clamore è grande, in un momento di distrazione di Dunne parte un colpo e il ministro viene assassinato. L'arena viene chiusa: i 14mila spettatori dell'incontro sono fermati come sospetti, possibili complici o testimoni e Rick comincia ad indagare.
