John Kelly è un Navy SEAL di stazione in Siria e alla sua squadra è affidato, da un agente CIA di nome Robert Ritter, di estrarre un altro agente caduto in mano nemica. Durante l'operazione, però, la resistenza è superiore al previsto, perché i rapitori sono in realtà russi ben addestrati, cosa che a Kelly e ai suoi era stata tenuta segreta. Finito il turno di servizio la squadra torna in America ma alcuni di loro vengono uccisi e Kelly sopravvive a stento a un attentato, dove muoiono persone a lui care. Accecato dalla brama di vendetta inizia ad agire come una scheggia impazzita e così scopre elementi di una più vasta cospirazione, tanto che la CIA lo chiama a collaborare per una pericolosa missione in Russia, dove lo attendono diverse sorprese.
